If I refuse to update my skills as innovation changes the economy, will government programs do it for me?

Since innovation that creates huge gains in worker productivity and raises employment and living standards are now "structural issues" in the U.S. economy that have hamstrung our Dear Leader in creating our workers' paradise, should I quit adapting as I have the past 24 years? And will Comrade Obama create wonderful new programs for me?
