Why is my skin so dry?

my face skin is sooo dry, the dry skin is coming off... i use good mosturizer from nordstroms, and i use bare minerals for cover up, and for foundation i use clinique and blush is also clinique.... but why is my skin so dry.. i drink plenty of water... how can i change it so its not as dry, and i don't want it to be oily either
